This is a very brief summary of just some of the key points from the Shotley Parish Council meeting, held on 18 October 2007. More details are in the minutes or by contacting the Clerk: 01473 788248, parishclerk@myshotley.com,
 
  • The Council were encouraged to see eight members of the public in attendance – a record for a non-contentious meeting!
  • Safer Neighbourhood Team - again no police officers present this month due to rest days and shift patterns. However it was noted that there had been more police presence in the village recently which has possibly resulted in the lowering of the crime figures for the second consecutive month – down to 6 incidents for September! A Voluntary Accountability Scheme was being looked at as a way of marking and tracing alcohol sold by local shops to underage drinkers. More detail to follow soon.
  • Play areas – the RFO (finance officer) reported that long awaited repairs to the play equipment and matting would be carried out later this month by the installers of the playgrounds. They had also quoted £300 for more substantial steel safety barriers to replace the wooden ones being constantly vandalised. These would cost £1500 per playground – a decision to be made at next month's meeting.
  • It was decided not to support Freston's 40mph speed limit proposal from the Boot to Woolverstone as it was felt this would lead to traffic bunching and be detrimental to road safety.
  • Post Offices – It was reported that neither of our post offices would close in this most recent round of closures
  • Forthcoming bus service changes ­ it was agreed that the route changes involving buses travelling down Kingsland, Queensland, Stourside, Lower Harlings etc, although apparently requested by some passengers, was considered to be a dangerous move for other road users and pedestrians in the vicinity due to the narrowness of the roads, parked cars and playgrounds etc. Contact to be made with SCC Environment and Transport.
  • Babergh Community Achievement Awards 2008 – it was agreed to put Mrs Patel and Mr Les Stebbing forward for these awards in recognition of their outstanding contributions to village life.
  • Crossing point at Main Road Shotley Gate – Cllr Dave Wood advised that no speed cameras or other speed calming measures could be put in place at this location. However, he would look into a “danger - children crossing” sign being erected there with 50/50 funding from his Locality Budget and the Parish Council. Clerk to look into the foliage being cut back.
  • Ganges – A Special Planning Meeting of the Parish Council will be held on Tuesday 30 October 2007 at Primary School at 7.30pm to discuss the Reserved Matters application for the 404 retirement homes
  • Planning applications - the Council had no objections to the construction of:
    • 2 x 2 bed bungalows on land between 36+38 Kingsland - but offered suggestions re positioning and asked that access be maintained to an electricity cable situated on a footpath boundary'
    • 4 x 2 bed bungalows and 1 x 4 bed chalet bungalow at 18 Queensland and 45+47 Kingsland – and asked that the position of the dwellings be switched so as to prevent the bungalows being overlooked;
    • 1 x 3 bed bungalow on land east of 44 Kingsland and reduction of existing car parking area and a new vehicular access;
    • new vehicular access at 15 East View Terrace;
    • a single-storey side extension, detached single garage and outdoor swimpool at 8 Queensland.
  • Listed building consent had been granted for Rose Farm House and a refusal for planning permission had been received for the erection of roadside screening at the Bristol Arms
  • Breached Stour path – Suffolk County Council have advised that they:
    • will be repairing the breach near the old blockhouse;
    • considered the cost of repair to the major breach to be too prohibitive to carry out – Councillor Dave Wood as Chairman of Suffolk Coasts and Heaths assured this Council that he would pursue this matter further on our behalf ;
    • intended to remove the steps leading from the river path to Stourside due to their unstable condition – an action this Council will strongly oppose;
    • will be re-instating footpath 17 (Marsh Lane) to its original line, around the edge of the field, as the farmer wishes to plough up the field.
  • Draft precept figures were discussed – final figures to be decided upon in November.
  • Next meetings: 30 October (special planning meeting, Primary School), and 15 November (village hall).
